The Zimbabwe Anti-Corruption Yamutora KO Chivayo

CHINHOYI Provincial Hospital Medical Superintendent, Dr John Collett Mawire, has been arrested by the Zimbabwe Anti-Corruption Commission (ZACC) on allegations of criminal abuse of office and fraud involving an inflated vehicle canopy claim.

According to ZACC, Dr Mawire is accused of inflating the cost of a canopy fitted to his government-issued Isuzu D-Max, allegedly facilitating an unlawful reimbursement of US$2 100 from the hospital.

 

 

 

 

Investigators say Dr Mawire received the vehicle, registration AGP 9271, without a canopy as part of his employment package. In July 2024, he reportedly engaged a backyard operator, Tinofara Munashe Jokwi of Zim Canopies, who supplied the canopy for US$1 800, of which Dr Mawire paid US$500 from his personal funds.

“The Zimbabwe Anti-Corruption Commission (ZACC) confirms the arrest of Dr. John Collett Mawire, the Medical Superintendent of Chinhoyi Provincial Hospital, on charges of criminal abuse of office and fraud. Allegations are that, in July 2024, Dr. Mawire engaged Tinofara Munashe Jokwi, director of an unregistered company trading as Zim Canopies, to supply a canopy for his personal vehicle. The agreed price was US$1,800, and Dr. Mawire paid US$500 from his own funds before inflating the total to US$2,100,” ZACC said in a statement.

 

 

 

ZACC alleges that Dr Mawire later instructed Jokwi to issue an inflated quotation of US$2 100 and submit it to the hospital for reimbursement. He allegedly went on to direct the hospital’s procurement unit to open a retrospective procurement process to validate the purchase, before approving the transaction himself as the accounting officer.

 

 

 

“To obtain reimbursement from the hospital, he reportedly instructed Jokwi to produce a false quotation for US$2,100. Dr. Mawire also allegedly directed the hospital’s procurement department to conduct a retroactive procurement process to retroactively

 

 

 

 

legitimize the purchase, which had not been authorised by the Ministry of Health and Child Care or the Provincial Medical Director. He further advised Jokwi to submit documentation under a registered company, resulting in the use of Auto Quick Window Screen (Pvt) Ltd., since Zim Canopies was not registered. Following the installation of the canopy on his vehicle on August 23, 2024, Dr. Mawire, acting in his capacity as the hospital’s accounting officer, allegedly approved his own reimbursement of US$2,100,” ZACC said.

 

 

 

 

The Medical Superintendent is also being investigated for allegedly demanding bribes of up to US$2 000 from nursing applicants during the 2025 November nursing intake.
